Foster care is a temporary arrangement with the ultimate goal of reuniting the children and youth with their biological families. However, there are a number of youths who are unable to return to their families for various reasons. Since the MSF fostering scheme only covers youths below 18 years of age, the reality is that some of them age out of the system are thrust into the working world, having to take care of themselves without adequate financial capacities.

Working closely with PPIS, MSF’s newly appointed and third Fostering Agency, this project sought to identify the needs of this group of vulnerable youth, and subsequently, to match these needs with existing resources in Singapore via the process of social innovation. At the end of the Capstone project, the team proposed feasible and practical collaboration ideas for MSF’s and PPIS’ consideration, and hopefully, sparked further research into improving the welfare of this group of foster youths.
